What are substances of emerging environmental concern?

Substances and/or materials that are characterized by a perceived or real threat to human health or the environment and that have new or changing toxicity values or regulatory standards. Environmental concerns may also emerge as a consequence of the development and application of new materials/substances and/or new applications of legacy material/substances resulting in a potential change to the risk profile (i.e. a change in potential toxicity or exposure).
